City of Wadley Georgia Brownfield Grant
Hart & Hickman was selected to implement the City of Wadley Georgia’s $200,000 Brownfield Assessment Grant. Hart & Hickman was chosen above competing local and national firms based on our extensive Brownfield experience and use of local resources to provide cost-effective service. Hart & Hickman will assist the City in identifying candidate sites for Brownfield assessment, prepare necessary plans and reports for submittal to EPA, conduct Brownfield assessments at multiple sites, perform corrective action and redevelopment planning, and provide community outreach support.

City of Millen Georgia Brownfield Grant Hart & Hickman was selected by the Central Savannah River Area Regional Development Center to implement the City of Millen Georgia’s $200,000 Brownfield Pilot Grant. Hart & Hickman was chosen above competing local and national firms based on our extensive Brownfield experience, purpose-driven strategy, expert Brownfield site assessment services, and use of local resources to provide cost-effective service. The contract services include selection of sites for Brownfield assessments, Health & Safety Plans and Quality Assurance Plans, Brownfield site assessment services, corrective action and redevelopment planning, and community outreach support.

Brownfield Expertise
Hart & Hickman, PC completed an extensive facility assessment in April 2002 to support a Brownfield application submittal for an urban Charlotte industrial site with a 100 year manufacturing history. Importantly, Hart & Hickman completed the extensive assessment of soil, groundwater, surface water, and sediment on the multi-parcel site in 90 days, meeting the client’s very aggressive time constraints and completing the work under budget. Compounds of interest (chlorinated solvents, poly-nuclear aromatic hydrocarbons, metals, and petroleum hydrocarbons), environmental setting, and regulatory considerations are very similar to those identified for the Alpha Mill site. Importantly, the data have been compiled and the report prepared to demonstrate limited corrective actions are required to develop the site.
Brownfield Project Resulting in Limited Corrective Actions Hart & Hickman also completed a North Carolina Brownfield project resulting in limited corrective actions required for development of a 500,000 sq ft industrial facility with a 50 year operating history. This facility used solvents, dyes, fuels, and hydraulic fluids throughout the 6 acre property and operated an on-site wastewater treatment plant. Hart & Hickman’s technical support allowed for limiting corrective actions to surface soil removal, capping selected areas with paving, and easily managed land use restrictions. As another example of Hart & Hickman’s expertise in bringing Brownfield projects to a satisfactory close, we recently completed a North Carolina Brownfield project at a 20 acre industrial property with a 35 year operating history. Identified compounds of interest (chlorinated solvents, acetone, and petroleum hydrocarbons) are similar to those identified at the Alpha Mill site, and again, Hart & Hickman was able to demonstrate that only limited corrective action was required to develop the site.Hickman is currently assessing environmental conditions and preparing corrective action plans for a former mill at an urban Charlotte Brownfield site. Former Mill at an Urban Charlotte Brownfield Site Hart & Hickman is currently assessing environmental conditions and preparing corrective action plans for a former mill at an urban Charlotte Brownfield site. The mill’s 60-year operating history includes extensive use of plating chemicals and chlorinated solvents. Impacts to ground water, surface water, sediments, surface soils, and subsurface soils are being managed within the Brownfield program to minimize the cost to re-develop the site for residential use. Hart & Hickman’s technical support included evaluation of soil and ground water data collected by others under NC DENR’s voluntary program, surface water and sediment sampling, toxicological risk assessment, and indoor air quality sampling. Hart & Hickman’s thorough risk evaluation allowed for limiting corrective actions to surface soil removal, capping selected areas with paving, and easily managed land use restrictions.

Brownfield Project at Former Funiture Mill Hart & Hickman completed a Brownfields project at a former furniture mill property in a small town in eastern North Carolina under the direction of the NC Department of Environment and Natural Resources (DENR). The Brownfields remediation requirements for this property included removal of shallow petroleum and metal impacted soil, removal of 20,000-gallon and 25,000-gallon above-ground storage tanks, and concrete work to cap several areas. Upon review and detailed analysis of previous assessment work by others, Hart & Hickman convinced DENR to eliminate soil remediation requirements in one area of the site saving the client thousands of dollars. Hart & Hickman obtained DENR approval of completion of the Brownfields remediation work with the first report submittal. As part of the Brownfields Agreement, land use restrictions prevent the installation of water supply wells, require that DENR be notified if the subsurface is to be disturbed (i.e., by construction work, etc), and require annual certifications that the land use restrictions are being met. Hart & Hickman completed the first annual land use restriction certification and obtained approval for subsurface construction activities which followed completion of Brownfields remediation work.

Brownfield Assessment For Non-Profit Organization Hart & Hickman is currently completing a Brownfield assessment and corrective action for Joshua’s Farm, a non-profit organization serving autistic children in the Charlotte area and surrounding counties. The organization which permits handicapped children to ride horses and interact with other farm animals, purchased a 25-acre parcel for horse stables and pastures. A portion of the property had been used previously for salvaging lead from automotive-type batteries. Hart & Hickman delineated lead impacts to soil and confirmed no impacts to ground water have occurred. Proposed corrective actions under the Brownfield program are expected to include removal of surface soils, limited capping, and limited land restrictions. Hart & Hickman was recommended to the non-profit organization by NC DENR’s Brownfield staff and we executed the work on a pro-bono basis.

Hart & Hickman is recently completed an assessment of a former gas station and tire recapping facility under the Brownfield program. Hart & Hickman successfully closed the UST release incident and demonstrated petroleum hydrocarbon impacts not associated with the former tanks were also present. The site was then eligible for the Brownfield program and limited corrective actions are being written into the pending Brownfield Agreement.
Hart & Hickman is recently completed an assessment of a former solvent blending and distribution facility under the Brownfield program. The releases were associated primarily with six former solvent USTs. Notable impacts were identified, but were limited to within site boundaries. Hart & Hickman is submitting an assessment report and it is expected that land use restrictions will be incorporated into the Brownfield Agreement, but no corrective actions will be required.
