City of Millen Georgia Brownfields Petroleum Assessment Grant
Hart & Hickman was selected from among eight competing firms by the Central Savannah River Area Regional Commission (CSRARC) to implement the City of Millen Georgia's $200,000 Brownfields Assessment Grant. Hart & Hickman was chosen based on our extensive Brownfields experience, purpose-driven strategy, expert Brownfields site assessment services, and use of local resources to provide cost-effective service. Hart & Hickman assisted Millen with site inventory, community outreach, site assessments, and redevelopment planning. We completed 6 Phase I ESAs and 2 Phase II ESAs on 5 properties in the past three years. In addition, Hart & Hickman assisted CSRARC in preparing a Brownfields cleanup grant application for a former service station (SOC Station) site that has been subsequently awarded to CSRARC in the amount of $200,000.
City of Rocky Mount, NC – EPA Petroleum Assessment Grant, Two $200,000 EPA Brownfields Cleanup Grants
Hart & Hickman was selected as lead consultant to manage and conduct Brownfields assessments on City-owned and privately-owned properties under the City of Rocky Mount's $200,000 EPA Brownfields Petroleum Assessment Grant. Hart & Hickman completed Phase I ESAs at 42 properties totaling 8.53 acres, and Phase II assessments were completed on parcels totaling 2.24 acres.
Based upon our performance on the assessment grant, Hart & Hickman was also selected to execute the City's first $200,000 EPA Brownfields Cleanup Grant. Under this grant, Hart & Hickman prepared and implemented a Cleanup Work Plan for the former Carlton Fenner Tobacco Warehouse site. Impacted soils at the site were limited to an estimated area of approximately 10,000 square feet. Cleanup activities included the excavation and off-site disposal of over 1,000 tons of contaminated soil. The cleanup was completed in June 2008 on-time and under budget. The approved budget for the cleanup project was $240,000; however, Hart & Hickman completed the cleanup using only $180,000 of the available funds. A final Brownfields Agreement was negotiated for the site with the NC Brownfields Program in 2009 and the property is currently slated for mixed use redevelopment.
Based upon the successful implementation of the initial assessment and cleanup grants, EPA awarded the City of Rocky Mount a second $200K Brownfields Cleanup Grant for the former Planter's Oil Mill site. In September 2009, Hart & Hickman was again selected bythe City to provide consulting and cleanup oversight services; this time for the Planter's Oil Mill project. Subsequently, we assisted the City with successfully negotiating an NCDENR Brownfield Agreement for the site. To date, H&H has prepared a Generic QAPP and a Site-Specific QAPP Addendum for additional remedial design data collection requested by the NCDENR Brownfields Program to evaluate cleanup options leading to the preparation of an Analysis of Brownfields Cleanup Alternatives (ABCA) report.
City of Raleigh, NC – EPA Hazardous Substances and Petroleum Assessment Grants, EPA Revolving Loan Fund Clean-Up Grant
Hart & Hickman conducted Brownfield assessments and remediation planning for City-owned and privately-owned properties under the City's $400,000 EPA Brownfields hazardous substances and petroleum assessment grants. Wecompleted 14 Phase I ESAs and 7 Phase II assessments under the EPA-funded grants.
The aforementioned assessments resulted in five sites being transferred into the City's Brownfields Cleanup Revolving Loan Fund (BCRLF) for cleanup and future development. The City selected H&H to manage and provide oversight for site cleanupunder their $1,000,000 EPA Brownfield Revolving Loan Fund grant. Cleanup activities were conducted on parcels that were being redevelopment with a new Convention Center in 2007 and 2008, including the removal of three petroleum underground storage tanks (USTs).A No Further Action designation from NCDENR was received after a Notice of Residual Petroleum land use restriction was filed for this site. Cleanup activities were also conducted at the 500 E. Davie Street site in 2008 and 2009, including the in-place closure of an abandoned UST.A letter of No Further Action was received from NCDENR for this property. Notably, Hart & Hickman negotiated an 18-month extension of the City's RLF grant in 2008 allowing closure of these two sites.
First Tennessee Development District – EPA Petroleum Assessment Grant
Hart & Hickman was selected as lead consultant to manage and conduct Brownfields assessments on petroleum UST sites in northeast TN under the First Tennessee Development District’s $200,000 EPA Brownfields Petroleum Assessment Grant. Under the grant, Hart & Hickman completed a Phase II Brownfield assessment on the former Quality Exxon site that was purchased by the City of Johnson City at a delinquent tax sale. The Phase II activities included the removal and disposal of six abandoned petroleum USTs, ancillary piping, and seven fuel dispensers to allow for sample collection. Following removal of these UST systems, a UST closure assessment was conducted in accordance with TDEC Division of USTs (DUST) closure assessment guidelines. TDEC DUST issued a No Further Action letter approving the closure report.
City of Greensboro, NC – EPA Hazardous Substance and Petroleum Grants, EPA Revolving Loan Fund Clean-Up Grant
In early 2010, Hart & Hickman was selected as one of two Brownfields consultants to implement the City of Greensboro's $400,000 EPA Brownfields Hazardous Substance and Petroleum Assessment Grants and their $1,000,000 EPA Revolving Loan Fund Grant. The City needed to fast-track the implementation of a Phase I ESA followed by a Phase II assessment on a city-owned street right of way that is being converted to a greenway. Through our extensive experience and use of our custom templates, we expedited the preparation of both the required Generic QAPP and the Site-Specific QAPP Addendum for the project. We received EPA Region 4's approval of the QAPPs in less than a week. Both the Phase I and Phase II were completed within the required timeframe and under budget.
As a part of the assessment grant, Hart & Hickman obtained EPA Region 4 approval to use grant funds to remove an abandoned petroleum UST from the right-of-way to allow for the collection of closure samples. In addition, petroleum-impacted soil was excavated to the extent practical due to adjacent subgrade utilities, and the contaminated soil was subsequently treated off-site. H&H conducted additional UST-related sampling and analyses of soil and ground water to evaluate risk and submitted an assessment report to the North Carolina UST Section for review.
City of Rome, Georgia – EPA Hazardous Substance and Petroleum Grants
Hart & Hickman was recently selected by the City of Rome, Georgia to facilitate their $400,000 EPA Brownfields Hazardous Substance and Petroleum Grant for our extensive Brownfield experience. We have assisted the City by identifying several candidate sites, conducted seven Phase I ESAs and two Phase II ESAs. We are currently preparing for a third Phase II ESA and are working to develop presentation materials for community outreach.
