Project: Multiple Mill Disposal Site Closures

Hart & Hickman has prepared closure designs for several un-permitted former mill disposal sites in South Carolina. These sites include boiler ash disposal sites, mill debris disposal sites, and construction and demolition debris disposal sites.

Hart & Hickman has assessed soil and ground water conditions, delineated horizontal and vertical extent of waste and debris, assisted with interim action negotiations, and prepared permits. Hart & Hickman has directed interim closure actions at one site to eliminate safety concerns associated with open excavations and surface water controls were installed to eliminate erosion of the debris.

 

Project: Un-permitted Disposal Site Closure
Hart & Hickman planned and implemented the closure of an un-permitted construction and demolition debris disposal site for the City of Wadesboro. The site contained approximately 40,000 cubic yards of land clearing debris, construction and demolition debris, tires, and miscellaneous metal scrap.

Hart & Hickman directed installation of pre-construction erosion controls, and directed excavation and segregation of the debris at the site. Prior to shipping debris from the site, Hart & Hickman screened the regulatory status of permitted landfills and recyclers to be used for disposal. Tires were shipped to a permitted tire chipping operation, metals scrap was hauled to a permitted salvage operation, and land clearing debris and construction/demolition debris were hauled to a local permitted landfill. Hart & Hickman monitored shipping receipts for accuracy and maintained a photo log of closure activities.

Beneficial fill materials were stockpiled for re-placement on the site and final grading was performed. The area was seeded and erosion control mats placed on slopes. Agency inspections were completed and approval of the closure was granted. The project was completed approximately $15,000 under budget.

 

Project: C&D Landfill Permitting
Hart & Hickman performed permitting design for a 60-acre landfill used for construction and demolition debris generated by Fieldcrest’s extensive demolition and rebuilding efforts. To maintain Fieldcrests’ aggressive demolition schedule, Hart & Hickman concurrently obtained approval to construct a small C&C cell, which was utilized immediately for placement of debris, while awaiting final approval of the larger landfill permit. This short-term permitting solution saved approximately $200, 000 in off-site disposal costs.

 

Project: Landfill Closure Design and Pond Liner Retrofit
Hart & Hickman has designed the closure for a 10-acre non-hazardous process waste landfill. The landfill has a capacity for approximately 800,000 cubic yards of dewatered process solids generated in the South Carolina chemical plant. The closure consists of retrofitting the existing storm water basin with a synthetic liner, installing a slurry wall at the perimeter of the landfill, and constructing a cap on a phased schedule.

A detailed delineation of an underlying clay confining unit was performed to verify a slurry wall could be tied into the aquitard as a means to isolate constituents detected in shallow ground water beneath the landfill. Data indicate the landfill storm water basin may be serving as a source of ground water mounding at this location and the synthetic liner is being installed to mitigate effects on the underlying ground water. Waste characteristics are currently under review by the State to determine the waste classification and cap construction requirements.
